This executive service position reports directly to the Assistant Commissioner for the Division and indirectly to the IT Production Support Director (STS) supporting TN Department of Health.The Director of the Health Licensure and Regulation Application Systems provides leadership and management for six (6) direct reports and business application support for over thirty-five (35) applications which include Licensing and Regulatory System (LARS), LARS online interface (VO) and Controlled Substance and Monitoring (CSMD) applications used in the day-to-day operations of HLR. This position will work closely with the product owners (Clinical Application Coordinators) of these applications, administrative staff, program area staff, outside vendors, Strategic Technology Solutions (STS) IT staff and other state agencies through both written and verbal communications.The Director will work closely with management teams to plan, develop, coordinate, and execute application support strategy. Also, this position will fill an essential role in the organization by leading the effort to discover, document and bridge the knowledge gaps that exist. The position will serve as the central hub for all HLR's application information and support documentation. They will champion the value of having information standardized and available to all support teams. The Director will assist executive leadership, business area staff, administrative staff, and others in identifying the following areas: new functionality requirements to the applications currently in production, opportunities to create data interfaces to electronically exchange data or extract for reporting and identifying enhancements and modifications to production application functionality to improve service delivery to the customers served. This position demands a skilled individual with leadership, employee development, operations, and infrastructure support experience. This position will also develop relationships with the agency's business divisions and members of Strategic Technology Solutions (STS) IT staff to provide optimal service to the organization's employees and customers. Key Responsibilities:Specific duties and responsibilities of the position include (but are not limited to):

Work with TDH to ensure data security and compliance (HIPAA, PHI, PII) Evaluate the efficiency of business procedures according to organizational objectives and apply improvements on a regular basis. Build strong relationships with IT meet with Production Support Director on a weekly basis. Develop and lead the Application Support Team, enabling both the individuals and the team to reach their full potential. Dive into applications to understand how they are used, and work with IT to complete the annual Business Impact Analysis, documenting business impact(s) if the application performance is degraded or offline. Lead the documentation efforts and create standard formats for gathering, storing, and viewing application information. Identify areas to better leverage ServiceNow platform capabilities. Design/develop new or modified solutions to support business needs and improve information provided to management. Provide knowledge/expertise about the data that is stored in Microsoft SQL and Oracle databases to provide information for customized data reporting and software enhancement/modifications for improved reporting capabilities. Minimum Qualifications:* A Bachelor's degree, 5 years of professional level experience in the information technology field, and experience in project management (Preferred).* Experience with managing complex customer relationship scenarios.* Experience in functional, regression, stability performance and testing environments.* 4+ years of experience in software development quality assurance utilizing agile development and scrum methodologies.* 5+ years of people management with demonstrated experience building and motivating teams (Preferred).* Strong organizational planning and development, business judgment, influential skills, and leadership.* Excel at leading, managing, and building high functioning teams.* Outstanding communication, interpersonal, and organizational skills.* Experience including oversight of infrastructure, service desk, telecommunications, and/or security services is preferred Pursuant to the State of Tennessee's Workplace Discrimination and Harassment policy, the State is firmly committed to the principle of fair and equal employment opportunities for its citizens and strives to protect the rights and opportunities of all people to seek, obtain, and hold employment without being subjected to illegal discrimination and harassment in the workplace.
